FERC staff request comments regarding rates, accounting and financial reporting for new electric storage technologies
FERC staff has been considering the growing interest in the use of nontraditional technologies to help meet the Nation's electricity needs. In particular, newer storage technologies like flywheels and chemical batteries have recently achieved technological maturity and are well into successful pilot stages and, in some cases, commercial operation. The roles of traditional generation, transmission, and distribution assets within the electric system are well understood and each has set method(s) of rate recovery, accounting and financial reporting. However, the same is not necessarily true of electric storage.
